About Us
We Stand for Children and Youth
We are the independent state agency responsible for overseeing the safety, permanency, and well-being of children and youth in out-of-home care in Nebraska. Using thorough case reviews, data-driven insights, and accountability efforts, we serve as the authoritative voice for all children and youth in foster care. In addition, we provide the Legislature with quarterly reports in March, June, and December that include policy recommendations, and a comprehensive annual report every September.
Our mission is for the recommendations we make to result in meaningful change, great outcomes, and hopeful futures for children, youth, and families.
How FCRO Works
Championing Children Through Case Reviews
At the Foster Care Review Office, we provide independent oversight of the child welfare and juvenile justice systems by reviewing individual cases of:
- Children and youth in out-of-home placement or trial home placement under the custody of the Nebraska Department of Health & Human Services (DHHS)
- Children and youth in out-of-home care under the supervision of Juvenile Probation
- Young adults ages 19-21 who are enrolled in the Bridge to Independence Program (reviewed by FCRO staff only)
Volunteer Review Boards Across the State
Our oversight is carried out through a network of 54 community-based local volunteer review boards located statewide.
- Each volunteer review board is composed of 5 to 7 trained volunteer review board members.
- Each volunteer review board reviews 4 to 5 cases each month and makes recommendations to courts and legal professionals about necessary next steps.
Celebrating 40 Years of Service
On April 20, 2022, the Nebraska Legislature passed Legislative Resolution 441 in honor of the Foster Care Review Office’s 40 years of service and the dedication of its volunteers. The resolution recognized FCRO’s long-standing commitment to creating meaningful change, improving outcomes, and building hopeful futures for children and youth in foster care.
